Biography

Mr PANG is a registered architect and a member of the Hong Kong Institute of Architects.  He graduated from the University of Hong Kong and worked in the private sector as an architect.  He joined the Buildings Department (BD) in 1996.  At BD, he has been involved mainly in the administration of the Buildings Ordinance on the control of new private building developments and existing private buildings.  He had the opportunity to work in a variety of sections such as Legal Services Section and Minor Works & Signboard Control Section.  He is now the Assistant Director of Buildings Department, overseeing the Corporate Services Division including legal services, technical services, research & development and public education & publicity.

Abstract

The Buildings Department (BD), as the regulator for private buildings in Hong Kong, has been keeping the building control system abreast of the needs of the society and the advancement in technologies.  A digital transformation is now taking place, driven by the integration of technologies with the various services of BD that enhance building safety and facilitate building developments.

In this presentation, the speaker will outline the key initiatives undertaken by BD in leveraging digitalisation and innovation to modernise the building control processes. Tapping into AI for building inspections and detection of defective signboards, launching a mobile application to facilitate voluntary compliance of Mandatory Window Inspection Notices, and implementation of the Electronic Submission Hub are few of the on-going efforts of BD embracing the digitalisation development.  Throughout the presentation, the speaker will share insights on the transformative impact of digitalisation on building safety, as well as the BD's commitment to fostering a safe, healthy and sustainable built environment.
